Applying for Registration as a Registered Provisional Psychologist

Please see the RASC Meeting Dates webpage for a schedule of meeting dates and deadlines.

You must submit the application in its entirety and pay the application fee by the application deadline noted on the CAP website. The application includes the Registration Change form and the HSEP. The Registration Verification Part II form (if applicable) and the Criminal Record Check and Vulnerable Sector Check are submitted separately and must be received by the application deadline.

If any of the forms or documents have not been received by the application deadline, the provisional application will be held for review at the next scheduled RASC meeting.

Due to the high volume of requests at local police stations, applicants are encouraged to apply for a Criminal Record Check and Vulnerable Sector Check well in advance of the provisional application deadline. Similarly, applicants are encouraged to request any necessary Registration Verification Part II forms from the issuing bodies well in advance of the provisional application deadline.

All applicants who are currently registered or have past registration or membership in any jurisdiction(s), with any other regulatory body, professional association, or equivalent, must have the applicable organization complete the Registration Verification Part II. This pertains to any professional or regulatory body and not only those related to the practice of psychology. The only exceptions apply to the Psychologists’ Association of Alberta (PAA) and the Canadian Psychological Association (CPA).

The issuing body must mail or email the completed form directly to CAP at registration@cap.ab.ca.

Due to the high volume of such requests at the issuing bodies, applicants are encouraged to request the Registration Verification II form(s) well in advance of the provisional application deadline. If a Registration Verification II is required and has not been received by the application deadline, the provisional application will be held for review at the next scheduled RASC meeting.

Please refer to the Criminal Record and Vulnerable Sector Check document for all details. The Criminal Record Check and Vulnerable Sector Check must be dated within one year before the date the provisional application is reviewed by the RASC.

The Criminal Record Check and Vulnerable Sector Check must be provided for all names, current and previous, you use/have used; this includes the name on your current government-issued identification, maiden name, former married name, any aliases, or other former names (as applicable).

If the name(s) identified in the Criminal Record Check and Vulnerable Sector Check do not include all names, a copy of the original application or a letter from the policing agency indicating all names have been searched must be provided.

Possibly.  Please refer to the Criminal Record and Vulnerable Sector Check document for all details.

Possibly. Please refer to the Criminal Record and Vulnerable Sector Check document for all details.

If there is evidence of a criminal record in any jurisdiction, after considering all the relevant circumstances the RASC and/or the Registrar may approve, approve subject to conditions, defer, or deny registration based on several factors.

These factors include the severity and context of the circumstances, the relevance and the level of risk it presents for practice, how recently the event occurred, whether or not the severity and/or nature of the circumstances are related to the integrity of the profession, the steps, if any, you have taken to reduce the risk of similar events occurring in the future, whether it impacts the assessment of good character and reputation, and any other factors considered to be relevant.

If there is evidence of a judgment in a civil action in any jurisdiction, after considering all of the circumstances the RASC and/or the Registrar may approve, approve subject to conditions, defer, or deny registration based on several factors.

These factors include the severity and context of the circumstances, the relevance and the level of risk it presents for practice, how recently it occurred, whether or not the severity and/or nature of the circumstances are related to the integrity of the profession, the steps, if any, you have taken to reduce the risk of similar events occurring in the future, whether it impacts the assessment of good character and reputation, and any other factors considered to be relevant.

No. CAP does not retain a list of insurance companies. The onus is on the applicant to find an insurance company that will provide them with the required professional liability insurance. Applicants who are members of the Psychologists’ Association of Alberta (PAA) or the Canadian Psychological Association (CPA) may contact these organizations for an insurance referral.

CAP requires a minimum of $5,000,000 in professional liability insurance and it must include regulatory legal defence in case of a claim or a professional conduct complaint. This insurance can be purchased by you or provided by your employer. It is your responsibility to ensure you have the amount and type of insurance that is required. You will have to declare that you or your employer carry adequate professional liability insurance on the Registration Change form. CAP does not require a copy of the insurance policy. Professional liability insurance coverage must be active when you apply for registration as a provisional psychologist and must be maintained at all times while on an active register.

Submitting the Hours of Supervised (Evaluated) Practice Form

Registered provisional psychologists must complete a minimum of 1600 hours of supervised (evaluated) psychological practice.

No. You may consider contacting a social service agency, charitable organization, school board, educational institution, correctional facility, or registered psychologist in private practice for a potential practice location to complete the required hours of practice.

Possibly. The RASC will consider granting credit for previously completed supervised practice hours when an applicant has completed a pre-doctoral internship (see the Pre-Doctoral Internship section of the FAQ).

Applicants to whom the above applies will submit a Request for Credit for hours of practice completed in a pre-doctoral internship.

Provisional re-applicants who have completed all or a portion of the 1600 practice and 107 supervision hours within the last five years can also submit a Request for Credit to have the hours brought forward into their new term as a provisional psychologist.

No. Hours completed in a master’s program are not eligible for the required 1600 supervised practice hours.

Applicants submitting a Supervision Plan must complete their supervised practice hours in the Alberta context. Applicants in a pre-doctoral internship may complete their supervised practice hours in another jurisdiction.

Private Practice and Solo Practice

No. A registered provisional psychologist cannot provide psychological services in an independent practice in a private setting where they are the only practitioner on site.

A sole practitioner refers to a practitioner who works alone in a private practice setting. A provisional psychologist is not permitted to work as a sole practitioner but is permitted to work within a private setting when sharing office space with other regulated health professionals who are fully registered with the appropriate regulatory authority and who are permitted to practice independently.

The professions of regulated health professionals are regulated by the HPA. This includes, but is not limited to, psychologists, physicians, social workers, and nurses. A complete list of regulated health professions governed by the HPA can be found in the HPA, or on the website of the Alberta Federation of Regulated Health Professions (AFRHP). Each regulated health profession has a regulatory body. CAP is the regulatory body for the profession of psychology in the province of Alberta.

In the context of the questions above, sharing an office refers to occupying office space with other regulated health professionals who are fully registered with the appropriate regulatory authority and who are permitted to practice independently, and where individual offices are part of larger office space and the hours of work of the health professionals overlap the majority of the time.

It depends on your specific situation.

If you are in private practice, you are required to be in shared office space with other regulated health professionals, even if your practice is virtual. This precludes working in a home office setting.

If you will not be in private practice (e.g., you are an employee or contractor of another organization), you are permitted to work virtually in a home office. Supervision standards must still be maintained, including 25% onsite face-to-face supervision at every practice location and home office.

If you are doing both – working as an employee for part of your hours and in private practice for the other hours – you may work from a home office when doing hours that fall under the agency you work for, and must work in shared office space with other regulated health professionals for you private practice hours.

Practicing in isolation is a known risk factor for professional misconduct.

No. Other regulated health professionals must be onsite who are fully registered with the appropriate regulatory authority and who are permitted to practice independently.

Registered provisional psychologists are required to practice under the supervision of a registered psychologist and are not considered ready for independent practice until they complete all registration requirements. Working with other regulated health professions who are fully registered with the appropriate regulatory authority and who are permitted to practice independently provides natural safeguards and possible guidance and support that can assist a practitioner who is not deemed ready for independent practice.

A complete list of regulated health professions governed by the HPA can be found in the HPA, or the website of the Alberta Federation of Regulated Health Professions (AFRHP).

Supervision Requirements

All registered provisional psychologists must practice under the supervision of a CAP‑approved supervisor until they have obtained registration as a registered psychologist.

No. Applicants must approach potential supervisors themselves. Applicants who are members of the Psychologists’ Association of Alberta (PAA), may contact the PAA for a non-exhaustive list of potential supervisors.

No. Such supervision would be considered a prohibited dual relationship as outlined in CAP’s Standards of Practice (SOP). The SOP can be found on the CAP website under the Resources and Regulatory Information tab.

Yes. You can have a primary supervisor and one or more secondary supervisors for each professional activity declared.

You must update the HSEP in the MyCAP Login to reflect your secondary supervisor. Adding a secondary supervisor does not require approval by the RASC but it must be reflected on your HSEP. Please refer to the training videos on the CAP website on completing and amending this online form.

As per the Standards for Supervision, the site/agency must confirm in writing that they are in agreement with the supervision arrangement to grant your external supervisor(s) access to client files you are involved with and to provide onsite, face-to-face supervision at the site(s) at which you are practicing. This “onsite access” letter must be retained on your supervision file and your supervisor’s file. CAP does not require a copy of the letter. All external supervisors (primary or secondary) must have this in place for every site you will practice at.

Possibly. Once you are registered with CAP as a provisional psychologist, all professional activities provided within the scope of psychology in Alberta (as defined in the HPA and Psychologists Profession Regulation) must be conducted under supervision per the Standards for Supervision and according to CAP standards and legislation governing provisional psychologists.

You may still use the CCC designation in another jurisdiction while registered as a provisional psychologist if permitted by the regulatory body for psychologists in that jurisdiction. You would have to be careful to ensure you are following the other jurisdiction’s requirements regarding mandatory registration and similar matters. Hours completed under the CCC designation cannot be counted toward the required hours of supervised practice.

Provisional psychologists must receive a minimum of 107 hours of supervision, of which 25% (27 hours) must be onsite face-to-face supervision at the provisional psychologist's practice location(s) (some of these hours must be completed at each location where the provisional psychologist conducts their work). Skype, Zoom or similar means does not qualify as onsite face-to-face supervision. The 25% onsite face-to-face component may be completed by any of the supervisors on a specific Supervision Plan, but it is highly recommended that the primary supervisor complete the majority of it.

As per the Standards for Supervision, one hour of supervision is required for every fifteen hours of practice. Provisional psychologists who have not obtained the required hours of supervision must make up additional hours of practice (at the ratio of one hour of supervision for every fifteen hours of practice) to obtain the minimum hours of supervision required. A Supervision Plan for the additional hours would be required.

Pre-Doctoral Internship

Credit for the required 1600 hours of supervised practice and 107 supervision hours can be given based on the hours completed in an internship in a doctoral program in psychology.

You must submit a provisional application and HSEP. Within the HSEP, you must complete the "Pre-Doctoral Internship in Psychology" and "Request for Credit" sections.

A copy of the official, signed letter from the Director of Training at the internship site or the Director of Training of the university program confirming successful completion of the pre-doctoral internship must be uploaded in the "Pre-Doctoral Internship in Psychology" section. The letter must identify the start and end dates of the pre-doctoral internship and if the program was CPA or APA accredited. If not CPA or APA accredited, the letter also needs to indicate:

  • the number of practice hours and supervision hours;
  • if it met the 1:15 supervision ratio, 25% onsite face-to-face component, at least 75% individual (versus group) supervision, and at least 75% service delivery (direct) hours, as required per the Standards for Supervision.

If there are any areas that are not met (e.g., if the supervision ratio is 1:20), the number of completed hours are adjusted down accordingly and a Supervision Plan is required for the balance of hours.

You must submit a provisional application and HSEP. Within the "Pre-Doctoral Internship in Psychology" section of the HSEP, you must provide an official, signed letter from the Director of Training of the university program confirming your participation in a pre-doctoral internship. The letter must also identify the start and end dates of the pre-doctoral internship you are currently participating in and if the program is CPA- or APA-accredited.

Upon completion of the pre-doctoral internship, you must upload a letter from the Director of Training at the internship site or the Director of Training of the university program confirming successful completion of the pre-doctoral internship. The letter must also identify the start and end dates of the pre-doctoral internship and if the program was CPA or APA accredited. If not CPA- or APA-accredited, the letter also needs to indicate:

  • the number of practice hours and supervision hours;
  • if it met the 1:15 supervision ratio, 25% onsite face-to-face component, at least 75% individual (versus group) supervision, and at least 75% service delivery (direct) hours.

If there are any areas that are not met (e.g., if the supervision ratio is 1:20), the number of completed hours are adjusted down accordingly and a Supervision Plan is required for the balance of hours.

The "Request for Credit" section of the HSEP must also be completed.

You must submit a provisional application and HSEP. Within the "Pre-Doctoral Internship in Psychology" section of the HSEP, you must upload an official, signed letter from the Director of Training of the university program confirming your participation in the pre-doctoral internship and if the program is CPA or APA accredited. The letter must also identify the start and end dates of the pre-doctoral internship.

Upon completion of the pre-doctoral internship, you must upload a letter from the Director of Training at the internship site or the Director of Training of the university program confirming successful completion of the pre-doctoral internship. If there are any areas that are not met (e.g., if the supervision ratio is 1:20), the number of completed hours are adjusted down accordingly and a Supervision Plan is required for the balance of hours.

The "Request for Credit" section of the HSEP must also be completed once you have completed your internship.

You must upload an official, signed letter from the Director of Training of the university program confirming your participation in the pre-doctoral internship in the HSEP. The letter must identify the start and end dates of the pre-doctoral internship and if the program is CPA or APA accredited. If the approved Supervision Plan is being terminated, you must trigger the Supervisor’s Final Evaluation (to be completed by your supervisor within thirty days of your supervision arrangement ending).

Request for Credit

To qualify to receive credit for previously completed hours of supervised practice and hours of supervision, you must have completed a pre-doctoral internship within the past five years.

Current provisional psychologists who are required to re-apply for provisional status may also be required to provide a Request for Credit. Provisional re-applicants must also refer to the section of the FAQ regarding re-applying for provisional status.

The RASC will not consider this type of request. However, after your Supervision Plan for 1600 hours of supervised practice and your registration as a provisional psychologist have been approved by the RASC, if you have completed hours of supervised practice while registered as a provisional psychologist in another Canadian jurisdiction within the last five years, you may consider submitting a Request for Credit for Supervised Practice Based on Substantial Equivalency for review by the Substantial Equivalency Sub-Committee (SESC).

Note that fully registered/licensed psychologists who are actively practicing and in good standing with another regulatory body specifically for psychologists in Canada can apply for registration with CAP based on the Canadian Free Trade Agreement (CFTA).

·         the number of practice hours and supervision hours;

·         if it met the 1:15 supervision ratio, 25% onsite face-to-face component, at least 75% individual (versus group) supervision, and at least 75% service delivery (direct) hours, as required per the Standards for Supervision.

If there are any areas that are not met (e.g., if the supervision ratio is 1:20), the number of completed hours are adjusted down accordingly and a Supervision Plan is required for the balance of hours.

My Application Has Been Reviewed by the RASC: What’s Next?

Typically, applicants will learn of the RASC’s decision within four weeks following the meeting date. Applicants will be notified by email.

After your application for registration as a provisional psychologist and your HSEP have been approved by the RASC, you will be invoiced for the pro-rated practice permit fee amount. After payment of the pro-rated practice permit fees is made, you will be issued a practice permit and registration number, your name will be added to the register as a provisional psychologist, and you can begin counting hours.

Under the HPA, an applicant has five years from the date they are approved as a provisional psychologist to complete the registration requirements.

Yes. Whether you are practicing or not, you still only have five years to meet the registration requirements.

Registered provisional psychologists cannot abbreviate their title and must write “Registered Provisional Psychologist” in full. The Practice Guideline titled “Professional Communications Including Representing Self and the Profession” provides further information. This Practice Guideline is located on the CAP website under Resources and Regulatory Information.

Yes. An applicant whose application for registration is refused may, within 30 days of receiving notice of refusal, request a review by CAP Council. A written request must be submitted to the Registrar setting out the reasons why, in their opinion, their application should be approved.

Making Changes to My Approved Supervision Plan or Request For Credit

Not all changes to Supervision Plans require RASC approval.

Supervision Plan changes that do not require RASC/CAP approval include dates, descriptions, client populations, re-allocation of hours, practice locations, and secondary supervisor(s). While these changes do not require approval, they must still be reflected on your HSEP, both in the relevant section and in the “Complete the box below ONLY if you are making revisions” section. After making changes that do not require RASC/CAP approval, click “Save for later”.

The following changes require RASC/CAP approval: a new primary supervisor, branch, or professional activity.

Please refer to the training videos on the CAP website about how to make amendments to your HSEP.

No. All amendments must be made in the HSEP in the MyCAP Login. Please refer to the training videos on the CAP website about how make amendments.

You can change the "Anticipated End" dates in the HSEP at any time. While these changes do not require approval, they must still be reflected on your HSEP, including in the “Complete the box below ONLY if you are making revisions” section. Please refer to the training videos on the CAP website about how to make amendments.

Note: the anticipated completion date of the 1600 hours of supervised practice is not related to completion of the EPPP or LEAP examination.

A new Supervision Plan for the balance of hours of practice and supervision remaining must be reviewed at a RASC meeting. The new supervisory relationship cannot begin, nor can hours be counted, until the new Supervision Plan and supervisor have been approved by the RASC. Therefore, whenever possible, you should maintain supervision with your existing primary supervisor until after the new Supervision Plan and supervisor are approved by the RASC.

After approval has been obtained, you will need to trigger the Supervisor's Final Evaluation to be sent to your outgoing primary supervisor. The Standards for Supervision state that a Supervisor's Final Evaluation must be completed within 30 days following termination of primary supervision. In the Supervisor's Final Evaluation your supervisor will indicate how many hours of supervised practice and supervision were completed under their supervision. If applicable, they will include feedback and hours completed under supervision from your secondary supervisor(s).

Note that the above steps are required even if your existing secondary supervisor is becoming your primary supervisor or your existing primary supervisor will stay on as a secondary supervisor.

Please refer to the training videos on the CAP website about how to amend your HSEP.

You can add or change a secondary supervisor at any time by updating the HSEP in the MyCAP Login. Changes to secondary supervisors do not require approval of the RASC but they must be reflected on your HSEP, including in the “Complete the box below ONLY if you are making revisions” section. Please refer to the training videos on the CAP website on completing and amending the HSEP.

If you have not yet completed the required 1600 practice hours and 107 supervision hours, you will be required to submit an amended Supervision Plan for RASC approval. You must have a minimum of 400 hours assigned to a branch of psychology to declare competency in the new branch.

Please refer to the training videos on the CAP website about how to make changes to a branch of psychology on the HSEP.

If you have completed the required 1600 practice and 107 supervision hours and the Supervisor's Final Evaluation has been approved by CAP, follow CAP’s Standards of Practice that are available on the CAP website under Resources and Regulatory Information.

You can amend your client populations at anytime and this does not require approval of the RASC but it must be reflected on your HSEP, including in the “Complete the box below ONLY if you are making revisions” section.

Changes to professional activities require RASC approval. Please refer to the training videos on the CAP website about how to make changes to a professional activity.

Your new primary supervisor and Supervision Plan must be approved by the RASC. Once the Supervisor's Final Evaluation submitted by your outgoing primary supervisor has been processed, your HSEP will be updated to reflect the hours which have already been completed.

Note that hours of supervision completed above the minimum required ratio cannot be carried forward between Supervision Plans/primary supervisors. Supervision must be completed at a ratio of minimally one hour of supervision for every fifteen hours of practice.

You must reflect your new practice location in two places: in your HSEP and in the "my profile" tab of your MyCAP account. Changes to practice locations do not require RASC approval.

If your supervisor is not an employee of the new agency, as per the Standards for Supervision, you must obtain written confirmation from the agency/site granting the supervisor access to all relevant client files and access to provide onsite face-to-face supervision. This “onsite access” letter must be maintained in yours and your supervisor’s supervision files.

Not indefinitely. In accordance with CAP’s Standards of Practice, a psychologist may only practice in the area(s) they are competent in. A registered psychologist must ensure they take steps to acquire the competency prior to engaging in independent practice in the new area. CAP’s Standards of Practice are available on the CAP website under Resources and Regulatory Information.

Completion of 1600 Hours of Supervised (Evaluated) Practice

Yes; however, professional activities cannot be entirely deleted from your HSEP; they will remain part of your provisional record. Depending on the circumstances, you can simply record the actual number of hours completed in that activity and reallocate the remaining hours elsewhere. Changes to hours allocations do not require CAP approval, but you should be mindful of the minimum and maximum hour requirements laid out in the Standards for Supervision

Your supervisor should include in the Supervisor's Final Evaluation a remediation plan indicating how many more hours of supervised practice would likely be required for the ratings to become “acceptable”. Supervisor's Final Evaluations where a rating of “not acceptable” is noted must be reviewed at a RASC meeting.

Yes, indirectly. The onus is on the primary supervisor to consult with all secondary supervisors and submit the Supervisor's Final Evaluation taking their comments and completed hours into consideration.

The Standards for Supervision apply throughout a provisional psychologist’s journey. They include a 1:15 supervision to practice hour ratio, 25% onsite face-to-face supervision, at least 75% individual (versus group) supervision, and at least 75% service delivery (direct) hours. After CAP has confirmed the completion of 1600 hours of supervised (evaluated) practice, the provisional psychologist is transitioned to “ongoing supervision”. A new online form in the provisional psychologist’s MyCAP Login is created to record ongoing supervisors, and an ongoing evaluation must be completed every six months until the provisional psychologist transitions to full registration. CAP does not require a copy of the evaluations unless there are areas of concern.

Final Registration Review

After CAP confirms the successful completion of the 1600 hours of supervised (evaluated) practice, the EPPP, and the LEAP Examination, you will be notified that the final Registration Change form is available to you in the MyCAP Login.

You must provide names and email addresses of three referees in the Registration Change form. One of the referees must be a registered psychologist. Reference forms will be emailed automatically upon submission of your form.

Note that you will continue to follow the Standards for Supervision until your registration as a registered psychologist is complete. This includes paying any registration fees owing to CAP.

Yes. Your supervisor may be one of your referees. All your referees should be familiar with your work/practice. At least one of your referees must be a registered psychologist.

No. The Registration Change form is only available through the MyCAP Login.

After the Registration Change form and three positive completed references have been received by CAP, a final review will be conducted by the Registrar. This process may take up to two months. Once completed, you will then receive an email from CAP advising you of the pro-rated practice permit fees owing as a registered psychologist. After you have provided the payment, you will receive a new practice permit and certificate and your name will be added to the general register of psychologists.

You should aim to complete your last requirement (the EPPP or 1600 hours of supervised practice) a minimum of three months before your provisional status expires. This will allow time for CAP to process your exam score or Supervisor’s Final Evaluation and assign the Registration Change form to you, for your professional referees to submit their references, and for the final review to take place.

If you have not completed your last requirement three months before your provisional status expires and you are eligible to re-apply for registration as a provisional psychologist (those initially registered as provisional psychologists before January 1, 2023 who have not already re-applied after January 1, 2023), please begin the re-application process to avoid a gap in your registration.

Re-application for Provisional Status

Extensions cannot be granted under current legislation. A provisional psychologist who wishes to continue in the registration process may be eligible to re-apply for registration as a provisional psychologist. Provisional psychologists who were registered on CAP's provisional register prior to January 1, 2023 are potentially eligible for a one-time re-application (conditions apply). Provisional psychologists who were registered on CAP's provisional register January 1, 2023 and later are not eligible for a re-application.

Provisional psychologists who were registered on CAP's provisional register prior to January 1, 2023 will be permitted to attempt the EPPP a maximum of three times after January 1, 2023. If a re-application is approved, the Registrar will determine the period of time that will be granted to pass the EPPP. If a provisional psychologist has not been able to successfully complete the EPPP within these last three attempts and within the re-application period, their registration and practice permit with CAP will be cancelled when their provisional registration status expires and they will no longer be able to use the title registered provisional psychologist.

Starting January 1, 2023, all applicants who receive approval to be placed on the provisional register will only be permitted to attempt the EPPP a maximum of three times. This includes all attempts in any jurisdiction. Provisional psychologists who do not successfully pass the EPPP within five years of the date of their initial provisional registration with CAP are not eligible to re-apply for a minimum of five years.

Individuals whose provisional psychologist status has expired or is expiring imminently must begin the re‑application process by emailing registration@cap.ab.ca to notify CAP that they want to re-apply. If no substantial changes have been made to the academic criteria, a re-evaluation of academic credentials may not be required.

An individual to whom this applies must start the re-application process at least three months prior to their provisional expiration date in order to avoid a lapse in their provisional status. Please refer to the CAP website for the application deadlines and meeting dates of the RASC.

Yes. CAP requires a Criminal Record Check and Vulnerable Sector Check dated within one year of the date the provisional application is reviewed by the RASC. See the first section of the FAQ for further details.

The hours of previously completed supervised (evaluated) practice (and supervision) will be considered by the RASC provided the hours were completed under the Standards for Supervision Form A or the Standards for Supervision (September 1, 2025) and those hours were completed within five years of the meeting date the RASC reviews the provisional re-application.

Therefore, depending on when you completed the hours of practice and supervision, when you transitioned to Form B/ongoing supervision, and when you re-apply determines whether a Supervision Plan, Request for Credit, or both are required for the re-application.
