CAP Council

As the governing board of CAP, the Council sets policy and the strategic direction within the context of the Health Professions Act, R.S.A 2000, Chapter H-7 (HPA). Council is empowered to: 

  • Act on behalf of CAP to implement the applicable requirements of the HPA;
  • Set CAP’s Strategic Plan, including its Mandate, Mission and Vision;  
  • Establish and revise policies which govern CAP’s activities;
  • Delegate authority and responsibility for implementation of CAP’s policies to the Registrar or any other staff member; and
  • Appoint any committees, in addition to the committees referenced in the Bylaws, as Council may consider necessary and advisable.

The Council consists of ten voting members: five registered psychologists elected by the membership and five public members appointed by the provincial government. CAP officials and one recording secretary also attend meetings.

The Role of Public Members

CAP highly values the important role of Public Members.  Appointed by the provincial government, Public Members serve a key function by ensuring the public interest is in the forefront of all CAP activities. Public members play an active role in all Council decision-making processes, including serving on Executive Committee and all regulatory tribunals. In accordance with the Health Professions Act, there is an equal or greater representation of Public Members on Council and all regulatory tribunals.

Council Meetings

Council welcomes regulated members of the College and the general public as observers to their regularly scheduled business meetings, with the exception of in-camera sessions. To submit a request to attend a meeting as an observer, please click here to submit your request.

Strategic Planning

A three year (2022-2025) Strategic Plan was developed and approved by Council September 16, 2022.  Over the term of this strategic plan the primary goal will be to stay true to the vision by ensuring the interests of the public are protected by enhancing the practice of psychology and encouraging psychologists to excel. 

CAP's Strategic Plan consists of four objectives: 

  1. ENHANCED PUBLIC PROTECTION enhance the profession by ensuring all psychologists are well educated, highly skilled, and display both superior judgement and diligence in all professional activities.
  2. EXCEPTIONAL REGULATORY ECOSYSTEM envision, develop and implement contemporary, emerging, forward-thinking regulatory practices. 
  3. EXCELLENT HEALTHCARE DELIVERY excel as a regulator by promoting, guiding, and ensuring the safe delivery of evidence-based healthcare practices utilizing state-of-the-art technologies and effective systems.
  4. ELEVATED EQUITY, DIVERSITY AND INCLUSION establishing leadership in Equity, Diversity and Inclusion (EDI) initiatives by ensuring all CAP Council, staff and regulated members employ culturally sensitive, safe and competent practices.
