Appointment to Council

The Leadership Development and Nominations Committee is accepting applications for one vacant Council Member-at-Large position commencing September 2026 for a three-year term.

Eligibility for Appointment

In accordance with CAP Bylaws, Psychologists on the General Register who are in good standing are eligible for appointment to Council. A Regulated Member of CAP shall be in good standing only if: 

  • No fines, fees, costs or levies are owing by the Member to CAP; and 
  • The Regulated Member has a valid practice permit and their registration is not under suspension or cancelled pursuant to Part 4 of the HPA (Health Professions Act).

Completed application forms shall be submitted within the time provided in the Call for Applications for Appointment. An application for appointment to Council must be endorsed by a minimum of two Regulated Members on the General Register. 

As per Section 5.1(1) of the Health Professions Act – an individual who is an officer or senior employee of a professional association or labour union that represents members of a regulated health profession is not eligible to be appointed or elected to Council. 

Prior to accepting applications, all applicants are encouraged to carefully read and give proper consideration to the description of Standards and Accepted Practices for Council Members and the Conflict of Interest Guidelines.

Applications and all related processes are confidential; only the names of appointed members are made public.

Leadership Development and Nominations Committee

Council has established a Leadership Development and Nominations Committee (LDNC) to review applications for Council appointments, interview and otherwise assess candidates for appointment to Council, nominate candidates for appointment to Council, and recommend appointments to Council. The LDNC will consist of:

  • the Council Past-President; 
  • one Public Member of Council;
  • one Regulated Member of Council at-large; and
  • the Chief Executive Officer and Registrar or their designate as an ex-officio member.

Council will appoint a member of the LDNC to serve as Chair. Should any of the LDNC positions be vacant, Council may appoint any member of Council to fill the vacancy.

The LDNC has prepared a Skills, Knowledge, and Attributes Matrix, taking into account the following factors: 

  • the requirements of the HPA, the Regulations, and Bylaws with respect to the composition of Council;  
  • current or expected vacancies on Council; and
  • skills, knowledge or attributes that 
    • relate to the duties and functions of Regulated Members of Council, or 
    • may not be adequately represented among the Regulated Members currently on Council.

The LDNC shall consider the eligible applicants and nominees and shall make recommendations to Council regarding candidates for appointment with specific reference to the skills, knowledge and attributes matrix – necessary to protect and serve the public interest under CAP’s mandate.

Council will consider all recommendations and determine official Council appointments by majority vote to fill each vacant Psychologist position on Council. 

Notification of Council Appointments

Candidates will be notified of the outcome of their application prior to the announcement being shared with all regulated members.

Official Council member appointments will be posted to the CAP website within five business days following the appointment.

Terms of Office and Time Commitment

Council Members are appointed on a three-year term. Council endeavours to meet four (4) times a year. An honorarium is provided for travel and related expenses.

Being a Council member requires a time commitment. Council members are expected to:

  • attend scheduled Council meetings (typically held virtually)  
    attend additional strategic planning sessions, education sessions or events as necessary
  • participate on Appeal panels
  • prepare for meetings
  • travel to meetings, when necessary
  • provide input on issues as they arise between Council meetings
  • be engaged and participate in all Council functions
  • make decisions that are in the best interest of CAP

Council members have an obligation to know their duties and to perform them responsibly. They have an obligation to avoid doing harm to the College or its mission through action or inaction. They have an obligation to respect the limits of their authority as members of Council. Council members are expected to adhere to the policies Standards and Accepted Practices for Council Members and Conflict of Interest Guidelines at all times. 

Expenses and Compensation

Council members may claim expenses, including travel and accommodation. Council members may also claim honoraria for attending meetings and other required functions.
